Mike Johnson’s decision sets up a leadership contest inside a House Republican conference that is heading into the minority. Steve Scalise, the current majority leader from Louisiana, and Jim Jordan of Ohio, one of the party’s best known conservatives, both announced bids within hours. Johnson is not leaving Congress.
