The U.S. Coast Guard says it boarded the motor vessel Grace in the Caribbean and escorted it to Mexico after alleging the ship was carrying fuel toward Cuba. The agency has not disclosed the amount or type of fuel, the vessel’s ownership or flag, or the intended recipient.

According to the Coast Guard’s October 2 release, a tactical law-enforcement team boarded the Grace during a coordinated operation in early September. The service said the vessel was headed toward Cuba and was believed to be using tactics commonly associated with what authorities call the “dark fleet.” Zark News has not independently verified that characterization.
The Coast Guard said its cutters Alert and Charles Sexton escorted the vessel to Progreso, Mexico. It said a Mexican Navy inspection team found “large quantities of fuel” in the vessel’s ballast tanks and that several containers were believed to hold additional fuel. The agency did not provide the amount or type of fuel, supporting laboratory findings, the ship’s ownership or flag, or the intended recipient in Cuba.
The Coast Guard also said carrying fuel in ballast tanks created a marine-pollution risk. It described the operation as consistent with customary international law and conducted in cooperation with flag- and port-state authorities. Those are the agency’s legal and policy characterizations; the release did not identify a court ruling or publicly detail the legal authority used for this specific boarding.
The exact date requires care. The DVIDS asset page dates the footage to September 1, while subsequent reporting citing the Coast Guard placed the stop on September 5. The video was posted October 2. The Coast Guard release describes the operation more generally as occurring in early September.
The footage shows the cargo vessel underway, Coast Guard small boats alongside it and aerial views of the ship and containers. It does not independently establish the cargo’s origin, ownership, legality or final destination.
