Pakistan, Türkiye and Saudi Arabia Move to Implement Makkah Alliance Collective Defense

RIYADH — Oct. 5, 2026 — Pakistan, Türkiye and Saudi Arabia said Monday they would move immediately toward practical implementation of their Makkah Alliance collective-defense commitments, including measures to provide agreed military forces and capabilities for rapid deployment in Saudi Arabia.

The decision was announced in a joint statement published by Pakistan’s Foreign Ministry after an emergency meeting of the alliance’s Strategic-Political and Defense Committee in Riyadh.

The three governments said the meeting addressed security developments and threats facing Saudi Arabia. The statement condemned attempted targeting of Makkah and Madinah and attacks on Saudi cities and civilian and economic facilities.

Military implementation

According to the joint statement, the committee approved recommendations from earlier political and military consultations and agreed to take steps to make agreed forces and capabilities available for rapid deployment in the kingdom, subject to approved arrangements and each country’s national laws.

The statement did not publicly specify troop numbers, deployment locations, timelines or detailed rules of engagement. Zark News is therefore not characterizing the announcement as confirmation that particular units have already deployed.

The committee also appointed retired Pakistani Lt. Gen. Nauman Mahmood as the alliance’s first secretary-general for a three-year term.

Regional context

The announcement comes amid renewed regional conflict and attacks affecting Saudi territory and infrastructure. The alliance members described the move as an effort to strengthen deterrence and military integration.

The governments’ statement represents their official position. Operational details and the scope of any deployment will require further confirmation as the arrangement is implemented.
